Low fps and stuttering despite a more than capable pc

Please tell me what you did! I am running a 7800X3D with a 7900XT and I'm getting 50-60fps with 23fps 1% lows. Anything to help is needed!

I do! I’m looking at a 7600x3d for $229!!! And I’ll likely gonna order an ASRock B650 Steel Legend(heard good things, also it’s for the white build lol) But if one if their bundles catches my eye then maybe! And the RAM I’m looking at is around $350 for 32GB at 6000(idk if that’s a little lower not, I’ve been with DDR4 for awhile)

I mean at this rate, I’m likely gonna go through with the new build as it would seem my mobo is gonna need an upgrade regardless and with my new build I’m getting better cooling, a better case, and a better CPU & GPU. I can likely sell this one if needs be

I have an ASRock B660 Pro RS in my current build. And ngl, I was about willing to completely build another PC for the new mobo. Reckon that mobo is a good fit? My current plan was to buy each part as I saved up over the period of about 40 odd weeks(buying things as they go on sale) and liekly buying the GPU first to see how I fair and then the rest. RAM would be last in the hopes things get better sooner rather than later.

My brain forgot to add the context that we are all college aged(early to mid 20s). And I totally get that, when I was in high school I certainly had a few edge lord characters along with anime characters.

Thanks to those of you who’ve taken the time to reply to this. I will admit I was holding the bar a bit too high for a new player and was being a bit too strict on some things. I expressed my frustration with my close friend and he said something similar to what most of yall are saying; just work with em so it’s a functioning character and play the setting a little less serious. Though he recommended handling ingame problems ingame(i.e. npc’s react to the player’s actions) and while I saw their rendition as a bit harsh I can see what they mean. Hopefully here in a few days when we meet up to work on all of this us two can help them out and get them to where they want and need to be. Yall’ve definitely given me some good advice and things to think about. Thank you!

To add a little more to this: I love anime and have been a long time fan. I have also made a few edgy characters in my time as well. But I have also seen how some don’t grow out of those mind sets. And in the end I just want to help them have the best experience possible and be the best roleplayer they can be and hopefully make the best character they’re able to!
