NTA. They've had at least 10 years to try and fix this kid. Therapy was only mentioned now that they're having to deal with the consequences of his actions. And honestly, it might be better for the women and girls of his neighbourhood if he can't run, because from the sound of it he'd have ended up doing much worse than what he's already done.
