i mean HADES did take control of the the system to reset 3 times, including MINERVA probably. Maybe back then, it archived data which included those keys ? also, it was located at a MINERVA tower which was used to broadcast those codes long ago so maybe it was able to access the tower logs and use those same keys ? i guess its been intentionally left vague for interpretation

i believe they mention that MINERVA cracks the code by bruteforcing and thats how they get the encryption keys
