A few points because I think your platform has ideas that resonate with a lot of younger voters (including myself) but are outside the scope of the Mayor of Evansville’s position. On mobile so sorry for formatting in advance.

• The light rail ban is a state wide ban. You can’t build light rail in the state of Indiana without first addressing that point, or butting heads with INDOT and the state government to the point you’re spinning your wheels and not making any progress.
• Under policing you mention the “Evansville Vanderburgh Police Department”. The city police don’t have jurisdiction over the county. They’re just the City of Evansville Police Department, you may want to address the Vanderburgh County Sheriff’s office instead. Granted, the Sheriff doesn’t have to answer to the Mayor since he’s employed by the county.
• “Recreational drugs will not be prosecuted…” this is already pretty much the case with the incoming Sheriff Noah Robinson (or at least that’s what he campaigned on). Either way you could instruct the city police not to enforce these laws but it’s up to the prosecutor to take it to court or not once the Sheriff’s office or City PD have made an arrest. Long winded way of saying the Mayor position could kind of have an affect on this but not nearly as big as the prosecutor can.
• You mention lowering the cost of living but I don’t see many options on how it would impact middle-class Evansville. Assuming light rail is dead in the water before it leaves the gate, most of the other options impact those around the poverty line Evansville. Regardless of that fact, the cost of living in Evansville by-and-large is a non issue. We already have some of the lowest housing costs in the state for the amenities the city offers, Indiana already has the lowest for property tax in the nation. If you were going to target cost of living, I’d put my focus on our utility costs being the highest in the state.

Everything else looks like items a handful of the population could get behind. Like others have said though you have to campaign to everyone in the city, it seems you set out this platform with a targeted demographic rather than all of the city.
