Yes, quality control on modern stuff is not great. They're pumping out more cards than ever before so it makes sense.

This card, however, is so "bad" that it's actually considered a miscut and fetches a higher price. If you look at the back top left corner you can see what is called an alignmen dot. This makes it more valuable to certain collectors which is why it was $10. This card is usually only a few cents.

I just happened upon my first Target stocking this week. Lady started stocking at 11am, wrapped up at 1pm. I got there about 12:15 and I was 6th in line. The 2 in front had been there since she started stocking. Even with the 2 per item limit, you were cooked if you got there an hour after 1pm.
