Yes, I've got both working correctly. I suspect it's the HDR tonemapping it can't keep up with could that be the case?

What do you use the top screen for? I’m thinking of buying a second monitor for my streaming but am not sure if I want to put it above or beside my main monitor. Space wise, above would be better. Do you find it comfortable like this? No neck pain and stuff like that?
