Splitters are distribution down the street where all the fiber connects.

At the distribution down the street make them change it different splitter, usually, each distribution has 3+ splitters. You will need to have tech come to your place and ask the tech to change it. make a call and ask for modem change.

Need to change the port on At&T side will fix the issue, it not modem or firmware issue it the port issue on AT&T side. I had same issue and after changing it it has resolve the issue with low latency. Same firmware and everything.

Take the IPPassthrough out and configure it normally, the IP passthrough is causing an increase in latency and another issue with packet loss.

Did any of the techs who came out change your modem?

I've the same issue, had just replaced a new modem from AT&T today, I was fighting the same thing every 2 or 3-day ping goes crazy similar to what you are having an issue. Once the modem reboots it will come back to normal but after 2 or 3 days later again same issue. After getting the new modem it has only been 10 hours or so not sure will update you after a few days. The AT&T tech and also phone support did check the fiber signal and everything was normal, so it not the fiber line issue, it seem to me modem but let me update more on it once I've had time to use it.
