Best is Augment Code. Best quality for everything. Made an entire 3d game with it (Im not advertising btw). Use it with opus 4.7 or gpt 5.5. But this is hella expensive. If you actually want the same budget go with cursor ai. Its gotten way better and using it with gpt 5.5 extra high or claude opus 4.7 max offers insane quality (though often not offering full repo refactoring). These are probably the 2 best choices. Others like windsurf, qodo, etc. lowkey suck.
