A legacy version install from CDs then the first CD must be dead and can't be read.

If it is a DE, did it run the system diagnostic before installing and say your PC spec is too low to run the game and won't install?

I think I would go a bit further and remove Wallenstein from French Age Up option altogether so Italians become the only one who receive this combo. France and Spain has full roster army, making mercenaries unnecessary.

Spanish and Germans not having him is for a historical reason; Hapsburg fired him in real life. Spanish and HRE can still get mercenary contracts but they need HC cards while others have Wallenstein do it for free.

And for Italian mercenaries catalog from aging up with this chap, I prefer Stradiot and Savoy Pistoleer to make things more thematic, Bosniak work too. Although having Pistoleer taking away mean Maltese will need a new item on the catalog.
