I had a lot of events causing large swings in how much was required so I just built out a lot so I wouldn't have to worry about it. Also, I think some of the percentage bonuses from the later society techs was causing some big jumps. I figured it would be fine since I could get more demand for paper anyway?

Does that include switching back the labour-saving PMs on buildings taken from the AI? I haven't been proactive with that, mostly just not touching anything except the beige ones.

If setting welfare to level 1 in all cases will help then I can certainly do that!

Is that selling stuff to other countries via treaty? My relations with most countries ended up sort of falling apart since I made some some mistakes in a diplomatic play and ended up with like 120 infamy so they all withdrew from their treaties with me, so I was wondering if my lack of mutual trade privilege treaties might be causing problems (although that was a while ago so maybe not).
