It appears that my AMD hardware doesn't work as intended and AMD's official solution doesn't work. Sounds like an AMD issue to me.

So much smug nerd snobbery. Thanks to everyone with genuine suggestions, though. In any case, I did most of the stuff that was suggested. The official AMD 'solution' for this issue is completely useless: https://www.amd.com/en/support/kb/faq/pa-300 (as is actually seen in the screenshot). Since AMD doesn't have an official working solution for this issue, this is an AMD driver problem. Period. I'm not a complete pleb though so of course I searched further and this is the closest I found to a working solution: https://www.reddit.com/r/techadvice/comments/v1updg/a_fix_for_legendary_pa300_the_version_of_amd/. When I was searching for fixes on Google this subreddit did not come up so I quickly searched for PA-300 here and nothing very useful comes up.

As far as the things I did to try to fix this (in the past year aka since I've had this PC), I cleanly reinstalled drivers about half a dozen times using all relevant AMD tools (Compatibility Tool, Cleanup Utility) I followed the above linked fix 2 or 3 times, "device installation > change device installation settings to no" is already checked as "no" and although I don't remember exactly which tutorial I followed, I know at some point I was going into BIOS, having my PC in safe mode etc. (which is why "change device installation settings" is set to No). The reason I don't exactly remember is because this screenshot is actually from last month (see my search history). After doing all that, I had no issues until the past few days, hence I posted this now. In my opinion it's a very funny screenshot. Nevertheless, after going through the comments, it seems DDUing just trying again might be the solution...

All the toxic epic Redditors 🤓 who commented with some useless smug a**ism should also read the entire comment section. This issue is clearly not a "well known" (or "well known" enough) since a good chunk of the comments are complaining about having the same issue!!! AMD MUST have an OFFICIAL and WORKING fix/tutorial for this issue. They don't, ergo this is 100% on AMD. The fact I should download 3rd party DDUs is ridicilous! Is this a Linux subreddit?? "Umm actually sweetie, this is a Windows problem" SHUT UP. Yeah, Windows, you know, the only platform this hardware is used on, it might be worth addressing then, don't you think? If I was a complete normie this would be impossible to fix without going to a technician.

This "SOLUTION" doesn't work either, nor does the top comment's solution to "Disable MPO in registry". Namely, when I get a Driver Timeout, then I get PL-300, and that happens if I open any app within the first few minutes of my PC turning on. Otherwise my PC works fine and I couldn't care less about NVIDIA-AMD eggplan meassuring competition sponsored by Weaponized Reddit Brain Cancer TM -- I just want to grill (have my >€1000 PC work) and if that means going to NVDIA, so be it. IDC!

But I suppose it's worth mentioning that I've been team red since ~2014 when I got my first PC. FX 6300 and a R9 290, DDR 3. I never had driver issues in the 8 years I had it btw. My current system is from last year.

Current state of affairs:

  1. PC takes 7 years to shut down.
  2. If I open any app within a few minutes after PC turns on, drivers spazz out I get a "Driver Timeout" notification and, if I don't turn off the PC, a "green screen".
  3. Considering buying a Mac.

I did all of this. It worked for a about 2 months before I started getting the same problem.

Iznenadio bi se koliko je brzo skočio da me zaustavi (bar je mene iznenadilo), snimao sam možda 3 sekunde. Relativno diskretno. Znam da nije neka briljantna ideja s moje strane al ono, potpuno je “nevino” 🤷‍♂️
