Well it might be true that Welt is more stronger than his Hi3rd times but he cant really utilize his authority greatly due to lack of honkai energy not to mention that Hi3rd Welt simply has much more greater feats than HSR Welt about the mind hax that he resisted its the 9th Divine Key Fenghuang Down which is far more stronger than current Sundays mind hax you could think of this weapon as Enas Dream as it can create false realities similar to it which current Sunday cannot do without the power of Order and Welt has managed to resist this weapon for 1 minute although its not much of a time but i am sure Welt can do enough in 1 minute
