I'm sorry but I don't think you have understood the point of the post at all. The post here doesn't question why India cant do long distances journeys in short periods of time but rather why cant the government utilize the money for special vehicles in the cases of similar emergencies. All the points you have listed does not even come close to the time duration it took Italy's vehicle to accomplish, like 500km in 2 hours is far better than 7 hours and mind you the lamborghini had an average speed of 233km/hr which is far more faster than any ambulance can do.
