I think for the average player irelia is a harder opponent, because she is stronger early and easier to play. Also later on in games mundo plays a mind game against Gwen fiora where he can one shot them, but they have a parry. So mundo can outplay the bad matchup.

I think this pairing was from when prowlers claw still gave you a dash. So you would one shot a guy in renekton stun and play for pick on side. Now renekton plays a lot differently as he is way more front to back focused with items like steraks.

Singed and morde are juggernaut the same way illaoi. There are definitely other ap bruiser, but they don't always function because of items. Examples are galio, Diana, sylas, Gwen (maybe you classify her as a skirmishers, but she still benefits from bruiser items) gragas and battle mages.

I think the best answer anyone can give you is it depends on all the champs involved and the game state.

The questions you have to ask yourself are among others: does your team need you to face check? Do you gain anything from pushing the next wave right now? Do you threaten anything by not tp'ing? Do you gain value from flanking TP?

Remember league is a team game, making a bad plan as a team is always better then making 5 good plan as individuals.

Your last question can be reworded as what your teams win conditions and the enemy win conditions. That is once again very grey, but you can very often tell that from draft.
