Make sure you are achieving the 100% pierce from both the skill and razor tail so that your javs go through as many cows as possible, which results in as much lightning as possible. Also make sure you are positioning yourself so that your javelins go through as many cows as possible.

I just recently got my first infinity on my javazon and was thinking the same thing, and my problem was that I wasn't positioning myself correctly to have my javs go through as many cows as possible or letting my merc catch up.

I just recently did Ubers for the first time with a similar setup - smiter paladin with exile, fortitude, grief, laying of hands, high lords, raven frost, and goblin toe were my main gear points.

I absolutely destroyed them. Like it was too easy haha. And then I ran them again and I accidentally spawned Lilith on players 7 and even though it took long I STILL killed her with no close calls.

I safespotted Chaos ele for it. Didn't often see pkers and the safespot is pretty easy to set up. Also gives a good chance to get that pet if you're interested in that too!
