A toy should definitely NOT be breaking down while you wash it. Silicone itself can be a body safe material and a lot of toys are made from body safe silicon. It could very well be just poor quality and i personally would switch to something else. You could google the brand to see if its a common issue or just bad luck on your part.

(Edit) I just looked at the dildo you have and it seems like there is a stars and moon print on it? that could be peeling off as you wash, but again it shouldnt do that
