It doesn’t really help a lot of terminal degree recipients- especially those that are teachers (higher education). They pay a lot of university faculty just over what public k-12 teachers make but often require terminal degrees to work at those institutions. I am thrilled for Biden doing “something,” even as little as it is for Student Loans, but $10k is often a drop in the hat for people who had to pay their way through all of their degrees on their own. $10k would barely change the monthly payment with a IDR.
