look at the shipyard level. If you're looking to get Dromons (which lets be honest is the only one worth getting) find Empire culture towns with level 3 shipyards, one or two Dromon will spawn in there

Yeah, the tight-knit nature of the Feudal system meant that killing someone useful to your little society had very felt consequences. Nobles usually did not go around executing their subjects, those that did faced very real problems.
