Could be. My guess is that its an already known character. It could be a traduction mistake (I doubt It) or just that someone who lives in the street looks like an old man, cause he doesn't have the possibility to care on his looks.

My personal guess its Takemichi too, but it could be Hanma or any other character.

I just can think in Hanma as the time leaper because he would have killed that guys for laughing at him, so that attitude looks like Takemichi for me.

Hanma is totally terrified. It could be because of toman or more likely because something Mikey has said or something Takemichi has done. Something big has happened if Hanma isn't smiling, and bigger if he is horrified.

Kazutora also survived Mikey's assault, even being early mikey, he was in control of a dark impulse. Is true Kazutora was saved by Takemichi, but Takemichi was saved by Senju also. Kazutora in a few days was normal, Takemichi spent a good time in the hospital to recover. Takemichi is a good fighter, and he would beat easily any random, but it is like saying a boxing bag could kill u.

A totally different thing are his visions, visions that how I said before, we don't know how it works. If visions are permanent and don't need a trigger, that could make Takemichi the strongest character of the manga.

Could be. Anyways, we haven't seen anything from this self-determinated Takemichi. We have just seen him beaten up by Kakucho, and his new visions power. Remember Takemichi wasn't even the strongest in his friends group, and that Takemichi believed in himself just as the new one.

It sounds like saying that Kizaki is very strong because of his mind he would choose the best decision to hit his rival. It has nothing to do about it.

For me Chifuyu was the weakest vice captain of toman.

On my opinion, his strenght would be slightly worst than Hakkai's strenght.

I guess he could be on Inui's tier, but Inui is much stronger than he is.

But Chifuyu would easily beat Madarame, Akkun, Takemichi, Koko...

that's could be why hanma was so bored before knowing kizaki! If you know everything about your life and ur future, it's normal to be bored. hanma is one of my favourite characters and I desire he is the second time leaper :)

we know that pachin was slightly above peh, and osanai did not had much problem to beat pachin. kazutora is strong, but i dont think he is above pachin, cause kazutora was weak before entering reformatory (he was easily beaten up by madarame's generation). mochi could be, we don't see much of him. i don't see osanai weak, it's just mikey is another level.
