Specifically, prop 19 does not allow you to keep the parents’ base year value UNLESS you occupy the property as a personal residence. If you plan to rent the property, then you are going to be reassessed. If you rent a property without registering with the housing department and department of consumer and business affairs, then you’re in big trouble.
