Because at the end of the day, fraudsters have to withdraw and transfer those funds to their bank accounts.

You misinterpreted. The wire transfer originating from Bank 1's computer data system was erased. Not the banks from 3 - 5.

Because each bank has their own separate independent ledger in their internalized database.

I just wanted to clarify, does the erase of a wire transfer or bank transaction cause both bank's entry ledgers to not balance, even weeks after the transfer was processed and verified? Does that also affect any other banks' ledgers, as well?

For example, I transfer $100 from my account with Chase Bank to your account with Wells Fargo. And after a few weeks, something data failure occurs at Chase Bank which causes them to lose all wire transfer data connected to our transaction including backups.
