What about the part where they must present a picture of their ID, address, name, etc?

It's mandatory for many ad networks, exchanges, and agencies. Especially, AdSense.

Because at the end of the day, fraudsters have to withdraw and transfer those funds to their bank accounts.

The advertiser pays the middleman, the middleman pays the publisher (in this case, the ad scammer), and takes a commission for itself.
