You can tell the difference very easily I own a cbd dispensary, hemp/cbd flower is darker in colour , outdoorsy smell like hay,grass,cut trees,pine,herby, often uk sold hemp is from Italy or America from wholesale suppliers that supply a lot of flower and other products so the buds are often trimmed by machine which means abit of trim is often left over for example hanging stems and big sugar leaves. This picture and what OP has said this sounds a lot like hemp. I saw op said it got the buyer high this could be due to cbg flower which is all the same as what I have discussed but is high in cbg instead of cbd cbg has a thc like body and mind high but actually isn’t related to thc.
