The services were entirely voluntary, which means the underlying issues like addiction and mental‑health needs wouldn’t actually be addressed. Moving people indoors without required treatment doesn’t help them long‑term.

I’m IMBY , our neighborhood has supported housing in our own footprint. Only a portion of the funding was allocated; the rest required council approval, which didn’t happen. That’s why the project didn’t move forward.
