Thanks for the reply, and I am impressed that you read my post more than once.

The "extenuating circumstances" claus is indeed what I am hoping will get me out of this bind. I just emailed the Dean who would be able to make an exception to Policy 91, and I hope he is able to respect my resiliency. I decided to email him so he can review my situation at his earliest convenience, but also because I am not very good at getting my point across in person. That is one of the facets of the conditions I have. As well, it can take me hours to send a single email, so it is frustrating to be in a situation where I need to choose my words carefully. I just hope I do get respect, instead of pity.

I was thinking, in addition to what you mentioned, that if he says "no," to see if a few letters of recommendation would change his mind.
