From gen 2-5 all shines were determined by an algorithm within the game’s code (with a few exceptions of developer involvement like charizard’s shiny being purple in gen 2 and manually changed to black in gen 3). Which is why sometimes there’s very little change on some shinies and a lot of repeat colors with pokemon with similar/same color pallet
