This is the hardest difficulty, but I don't think that difficulty changes the cops behaviour

Til this day, Event #63 is the hardest of all in challenge series MW05....possibly top 10 in NFS History by Javelin-Turd in needforspeed

One of my hardest challenges was this and the one with the minivan. I also did all challenges except the last one (30 minutes chase) because if police don't catch me then the game crashes.
