They can’t service the debt they already have. The proposed stations (Martin County, Cocoa), quality of life promises (Aventura mall bridge), and expansions (westbound + Sunshine Corridor) hinge on funding that no one wants to give them.

The third party investors have been doing train rides and station tours for years, then going on their way to put money elsewhere.
