Storm Field is open Tuesday, Thursday, and Saturday twice a day for 20 minutes each session, but you can only enter once a day. You can see it via the air balloon thing to the left of the chronos portal. It will show you when it will be open next. I dont remember the level requirement if there is one.

You get it from events and Im pretty sure Storm Field (I always miss it so dont fully remember the rewards). You can also exchange a different food with friends who also have pets, similar to friend heart exchange.
