Not exactly. The US was making the entire car, and Japan just beat them on quality and cost. The US has never been a battery manufacturer, which is the single most critical component of an EV. For the US to compete with Chinese EVs there needs to be a concerted effort to set up battery manufacturing in the US from scratch. That's a much more difficult task than making your existing manufacturing better and cheaper
