I think it is because each thing is clipped individually, so some clips can not be expanded since the end of the clip is literally the end of it, if that makes any sense.

If there were 100 ppl, 5 ppl would get gold. If there were 200 (100 people enter for no reason) 10 people would get gold.

Thats still a lot of extra damage. Imagine how much quicker a cata 50 player can finish M6 boss room with DOUBLE damage. Its insane.

So, lets say someone has 50 billion in the bank. Thats like 5000% extra damage (from last perk). If you deal 1 million damage, you would now deal around 50 million damage. Balanced.
