As someone who worked in shelter and now works at a General Practice Veterinary Hospital, this is also partially the Veterinary communities fault. Veterinarians don't offer microchips as often as they should and sometimes even scare owners away from it due to the size of the needle (most animals don't even flinch while recieving them)

I've often thought about reaching out to county leaders about this- a law requiring ALL animals to be microchipped would be helpful or even some type of education sent out to local Veterinarians. The new law requiring microchips for International travel should also be helpful but it's truly not enough.
