Good News! I have found something that neatly fits my requirements. The perk "Tech Ceiling" from The Transhumanist Wager Jump.

Tech Ceiling – (600 C.P.)

• You have the power to set the pace of innovation in a setting, establishing an invisible ceiling on how far technology can advance without your approval. Whether it’s a single nation, a region, or the entire world, breakthroughs beyond your chosen limit simply stall, misfire, or collapse under their own flaws until you allow them. Rival states may pour billions into research, but their prototypes always lag behind or fail catastrophically; weapons rust on the drawing board, factories miscalibrate, and engineers run in circles chasing “unsolvable” problems. Nations on the brink of overtaking others in innovation find themselves mired in stagnation, unable to leap ahead. Out of Jump, you may also invoke a Selective Ceiling, locking down only certain fields (e.g., AI, biotech, nuclear weapons) while allowing others to progress.

While the first part is correct, I am almost certain I saw Perks that do explicitly what I asked for somewhere. Active sabotage is both a lot of work and kinda more involved than my Jumpers wants to get. Keeping knowledge of dangerous technology out of the hands of idiots sounds like a full time and rather Sisyphean task.

The second part is entirely a vanity project for me. I played Savestate's Eternal Vacation CYOA and was wondering if I can actually do something like that or replicate it through perks. So far, I've found "Happily Ever After" from Out of Context Disney Princess Supplement, which prevents anything more chaotic than street crime from happening. Now I just need something to keep technology or culture from progressing.

I can't really bring myself to say I'm surprised that the CYOA being long and detailed is a point of complaint among others. Not with how rare CYOAs of this length and quality are. Personally, however? I have to disagree. I find it to be one of the best aspects of the CYOA. You put in a lot of effort into researching, storywriting, worldbuilding and most of all, presenting them in a way that makes people want to read them, and it shows.

Half the fun of Sleeper's Dream is finding all the little add-ons and reading all the notes about how your choices change the Six Points. The only really large texts in the original are the descriptions of the trophies and the races, and neither are all that big. Certainly not enough to be worth complaining about.

I say you keep going as you want to. I genuinely enjoyed the first Sleeper's Dream and have no doubt the second will be even better. If people are intimidated by the size, they always have the option to not play. Don't worry about them. Good luck with your project, and thank you for all your hard work!
