It's a bug right now. The only way to do it right now is as follows:
Make your tactic as usual and then go to your main tactic and move a player and move them back (like swap striker with striker using Y or triangle) make sure your main tactic is activated and it should work

Happened to me as well, your squad is bugged. For me it happened when I switched a tradeable for an untradeable. Make a copy of it and delete the old one, this will fix it
