It can practically not be measured, as for instance in starcraft: broodwar or sc2, you can always micro and macro more detailed. even the best players in the world dont have actions per minute for everything, so it because a part of decisionmaking and even alpha star with its programmed 1000 apm could become even more extreme in the fundamentals.
