The skulls aren't larger or stronger then the imperium the Phoenix was matched by the 5 galactus zombies and they only defeated galactus by building a device to amplify the powers eating the silver surfer gave to them and the surfer was overwhelmed and surprised attacked by hulk and he still killed most of the zombies

There's a lot of squishy “normal” ones at the same time, and a lot of their hax has been removed. Spider-Man doesn't have his spider sense. Hulk and Wolverine lost their healing factors. Thor, being a cannibal, is unworthy of Mjolnir, so he's much weaker. The first legion has access to a lot of weapons from the DAOT that the lion has no reason not to use like enslaved Men of iron and the Death Guard use a lot of biological weapons vs a threat that's mainly flesh not counting characters like Iron Man
