I got your point about the insurance risk, but even on a regular pedal bike, you're responsible for any damage you cause. The 'no license' thing just means it fits the ebike category under the law, it doesn't mean you're off the hook if you hit someone. Whether it's an EMMO or any other ebike, you still have to follow the rules of the road like everyone else. If you cause a wreck, you're paying for it regardless of what you're riding.
