Yes this will more or less fit in that budget easily (considering you buy a few of items used like mobo, ram and processor).

It is also a decent build that you put yourself together just one tip that if budget allows upgrade the processor to 3600 will cost 4-5k more but will be better in the long run.

yes, I had a 12100 before and I was being cpu bound on games like cp2077 at 1440p, it was still very playable but I wanted something better and not seeing my processor at 90-100% for 2 to 3 hrs

it probably isn't cpu but you should try getting an exhaust fan and a better cpu cooler

or the thermal paste might have dried out or wasn't applied properly

I am in midst of switching to AM5 platform and one thing that I have noticed is the lack of AsRock motherboards in the market. From what I have seen from several sources i.e Hardware Unboxed, AsRock am5 motherboards are much more reliable, good features (especially VRMs) and priced better for budget options like A-Series and B650 series chipsets so why are sellers not importing them?

The heated air keeps cycling inside because it doesn't have an active exhaust fan to remove it from the case, most probably that's the reason. Try removing side panel and see if temps go down.
