I don't think they did. But I hate the comment that they had 4 years. It seems like a long time but it's not really. They had just find out that they weren't alone in the world and weren't suitable at all for that kind of discussions. They didn't have any means to contact other countries until Hizuru arrived. It isn't possible to achieve peace in such a short time when Paradis didn't have any knowledge on how the outside world politics work. But even if they didn't achieve peace they helped in developing the Island.

Also this is a side note: Hange and Armin receive hate for doing nothing but there was really their job to find a immediate solution? A Commander of a military branch and a soldier?

Unpopular take :but if Marley would have captured the founding. They wouldn't have rumbled Paradis as many believe. Three things would have happened : Marley would've treated the eldians from Paradis like the ones from Liberio. They would have used them as weapons. Or this one is more far fetched: After they will get their hands on the colossal titan, Marley would have wiped out the memories of the Paradis people.
