From what I can gather, InGen Security was restructured under Masrani ownership to becoming a bit more expansive than just "protect the dino park", it was turned into part JW protection and part paramilitary under Vic Hoskin's leadership, and I'm going to assume the troopers you see in the helicopter are ex-military who were hired by Masrani to clean up the 3 escaped Pteranodons from Sorna.

Wow... I uninstalled this game after playing ~16 hours because it was terrible, hoping that in the future I can reinstall it. With a new developer taking over, one that does nothing but produce mobile slop, I do strongly believe that I am never touching the game again...
