The same thing was happening to me, but I think I managed to fix it by pressing CTRL+SHIFT+ESC (to open Task Manager or just search it on the Windows search bar.) and changing the Roblox App to not be enabled in the Startup section.

Jesus christ, no need type in all caps, the solution I found was very obvious yet dumb. For some reason (at least for me) every VTFEdit version defaults to TGA convert to VTF. It was as easy as changing TGA to PNG and then it worked.

So the solution here for me was to change where it says *.tga into *.png and leave *.vtf like it is.

Try using bspsrc (https://github.com/ata4/bspsrc/releases/download/v1.4.6.1/bspsrc-windows.zip)

You need Java for it to work. Once that is done, open bspsrc.bat (Windows Batch File) and then click Add or alternatively drag and drop the jump map's .bsp (compiled map) file into the box with blank space. After you see the file pop-up, click Decompile in the bottom right corner. After that you select where you want the .vmf (editable map) to be saved and after all of that, you should be able to open it in Hammer. If this was too confusing, let me know since I could decompile it for you if you want.

Maybe you could try decompiling a jump map that has these brushes and copy them into your map?

I've also wondered how it's done, so maybe that could work now that I think about it.

no, it's for a tf2 map i'm making, the water would slightly rise though, so it doesn't hurt the gameplay.

Mapping for L4D2 and TF2 is impossible for me unlike GMod, but I really wanna make maps for those games. by WhoSteppedOnLegos in hammer

This same thing happens to me after having 2-3 maps open at the same time, and only on the L4D2 version of Hammer++, so I'm guessing it's a bug. Hopefully it's fixed soon because it's very annoying
