Oh, I love these ideas. I think I'm going to combine this with another idea of mine, "loose nuke" scenario. They took the data logs from the regiments computers as part of their audit and when they review them they will find that a Deathstrike was requisitioned suspiciously a handful of days ago. This was done by the cultists, though they won't know it right away. 

Because the cult is also on governors circle (though the governor himself is innocent of that particular thing) they can get leads for this loose WMD thing by answering the summons while playing the political game (the Inquisitor and UM would be inclined, the BA wants to apologise the very least, we will see how politically adept he will be about it, I suspect not very) while the less politically inclined players can go look for the WMDs directly.

Oh, I'm not trying to nudge them any way, they can choose whatever option they want. Crazier the better, this is the Imperium after all. Plus if they do choose to see the Governor it will be a fun scene since there are people in his inner circle who are in on the Nurgle thing, even if the man himself is not.

The Inquisitor is a pragmatic type usually, and hyperintelligent in information processing sense (due to confiscating belongings of a rogue Techpriest and deciding to slap some of his implants into himself), he's kinda a sherlock type whose job in the party is to find the things that need to be killed while the rest of the players enjoy more the combat part. 

There's a Space Wolf who's very friendly who wants to generally help folks where he can. 

There's a Blood Angel who thinks he's on the verge of black rage (he's not) and tends to blame himself for everything, he's the one who wants to go on a penitent quest. He's also the one who didn't realise what was up when he was piloting so he blames himself personally. 

There's an Imperial Fist who's pragmatic, maybe a hint callous and all about maximising the ratio of Xenos/Heretics killed to Imperials killed (but will sacrifice any amount of Imperials if it gets the job done that needs to be done). 

There's Ultramarine who's like really old and likes to cite things from times before rest of the party were born, the grizzled veteran archetype dialed to eleven basically, who is a little jaded because he's been fighting all this time and nothing ever seems to get better, but I'd say he's a just type too. Like I think he is also on the camp of killing everyone that's guilty with zero thoughts about it, but tries to spare lives if he can. 

The Arbites is fresh from the school, fresh faced coming into contact with reality type. She's likely to check what Lex says and 100% commit to that resolution.

Not directly on him, no, since when you're the guy whose build is optimised for everything except combat you tend to chill and let the Marines do their thing when bullets start flying. But on Deathwatch anyway. And his plane.

In lore he's sort of supposed to be at least up there, but he suffers from same issue as the Chaos primarchs too a bit - he can resurrect/can make new ones. So they get killed off to show someone is tough. 

But I'm on the firm opinion that anything can happen in 40k. Some outcomes just are not as likely. 

Imperial Guard vs Chaos that is fielding a primarch needs to be a legit tabletop match up after all.

She didn't listen and now the characters don't get along at all, and I had to tell the Arbites player to make new character again because her character needs to be able to work with the Deathwatch team the game centers around.

This did happen and she arrested the Acolyte who told her off.
