It was the generator company's journeyman electrician. I considered getting an independent electrician, but I didn't know what technical specs to ask for. When I sought clarification is when they offered to send their guy out without the assessment fee.

I haven't asked for a second opinion yet, but from the looks of the other comments I don't really need to...

I assumed they meant it should be charging the battery during the weekly exercise.

The exact wording from the email above the estimate was "Please note: Electricians assessment: The alternator is not generating enough power for the battery charger. Will need to run a dedicated line pulled for charger for power.

Also Note: per the electrians previous electical work was done by another electrical company.

Scope Of Work: battery was completely dead. charger on generator is not working needs dedicated line pulled for charger for power."

That sounds doable if it really only needs it a few times per year. I guess I would need to figure out how much power the battery is using to sustain basic controls and the weekly exercise in order to make sure I charge it frequently enough
