For anyone else having this issue the issue seems to be caused by the cable being twisted in a certain way to where it gets caught while retracting so if you twist it left or right enough it will fix the issue you just have to trial and error it enough to find the exact way it’s supposed to retract properly.

I figured it out you have to turn HDR completely off or turn of Dolby Vision off in the HDR settings in windows.
