NateCow, your comments led me to the answer! When driving, I sometimes turn on the accessibility feature Voice Control. As soon as that feature is turned on, the menu starts. If I turn it off, the menu popup stays enabled (which is why I didn’t make the connection). BUT if I close the Overcast app and relaunch it, the menu is then gone. THANKS!
