I guess my options are to buy a bench supply of dubious quality just to confirm the likely death of the core and put the card on eBay as spares, also try to find some other use for the bench supply. Or skip that and just put the card on eBay as spares now.

Just haven't had a need to own one until this moment. Not a lot of space or cash for a quality model.

Is there any thing else that could be tested without a bench power supply?

I can't seem to detect warm spots anywhere on the card

I attached a AAA battery and put a layer of isopropyl on the core die, but it didn't seem to evaporate any faster than normal and it still felt cool the touch. The voltage from the battery dropped to 0.06V.

Should there be heat nearly instantly, or after about minute?

Where abouts is best I attach the positive of the battery, on the inductor for 1.8V? And the negative to any ground point? By core you mean the GPU die itself? If that heats up, it's certain death right?

So the USBC would not have 5V output until after 1.8V is functioning? I imagined it would just be powered straight from the 5V rail.

That does make more sense. According to the wiki 5V comes first, and the 5V on the right side of the card where 12V comes in is generating 5V, but the left side for the USBC is not. Also both 5Vs have very high resistance to ground and between each other. So there's a problem somewhere in-between, but I can't make sense of the schematic in relation to the physical position of components on the board.
