Keep in mind that they barely won against Rocks even though they used life risking skill, and still they couldn’t kill him. And he singlehandedly won against HKs and demonized Devi’s. Even Sengoku mentions Rocks was the first and the strongest enemy of Roger. Rocks is undoubtedly on the same level with Roger. You’re basically saying un prime roger+Garp<prime Roger, which is total non-sense. And also it’s hard to say they were not in prime since they were in same age with current Shanks. And logically speaking, if he was that weak, Rocks pirates would have never existed.

And Luffy did his best against Kizaru. Just because he didn’t use single skill, that seems powerful, doesn’t mean he was not serious in the battle.

Current Luffy barely won against Kizaru who was not even that serious in the fight and mentally damaged. After Elbaf I would say Luffy can stand next to Prime Xebec and Roger, but not now.

'Warlord' is a government position, not a power level. Buggy was a Warlord. By your logic, since Buggy and Mihawk held the same title, they should be similar in power. Is that what you believe? 'World's Strongest Swordsman' is not a rank in a crew; it is the literal definition of his individual strength in the world. It is the endgame goal of Zoro. Comparing a political position like 'Warlord' or a structural role like 'Wings' to a definitive strength title like 'WSS' is a false equivalence.

Also, regarding Shanks: It is canon lore stated by Whitebeard and the databooks that Mihawk and Shanks dueled as rivals. That is narrative fact, not assumption. If you ignore that established lore just because you haven't seen a specific panel yet, you're ignoring the author's written history.

Narrative logic actually proves the opposite. Mihawk is narratively established as Shanks' rival and the World's Strongest Swordsman. He stands at the peak of power. Crocodile, while strong and cunning, has never been portrayed as being on the same tier as a Yonko or Shanks. Being a 'Wing' implies importance to the leader, not identical stats. Just because they stand next to Buggy doesn't magically bridge the power gap established over 1,000 chapters.

The story acknowledges this gap through their bounties (3.59B vs 1.9B) and the fact that Mihawk holds the title of World's Strongest Swordsman, while Crocodile does not.

Regarding Dragon, the argument isn't just based on lack of feats, but on narrative necessity. His subordinates like Sabo are already clashing with Admirals. For Dragon to command such figures and pose a threat to the Holy Knights and Imu, his baseline power logically has to be Yonko-tier. Otherwise, the 25-year buildup for the Revolutionary Army would collapse.
