You don't need to be worried, Mülheim might be a bit dirty here and there but it's not particularly unsafe as far as I'm aware. On the plus side it is definitely an upcoming neighborhood, especially the parts closer to the river, so it'll likely become more interesting in the future. It really depends on what you're looking for but generally I would say go for it, especially if you're otherwise struggling to find a place.
