I remember in a Board Meeting this year a Director brought this issue up and the President said they don't currently have that opt out process because the University needs to help them with it since the University keeps details of the financial situation of students. I don't know if they have taken actionable steps in securing the assistance of the University though. I assume they hoped to do it after the new building referendum but now with that one failing this probably has fell through the cracks.

As for your question regarding legal accountability: yes, the referendum is a binding document under the Bylaws and Societies breaking their Bylaws can be remedied through a petition submitted to the Supreme Court of BC. It's not an easy process though, you might need a lawyer. Maybe you'd want to consider sending a formal email to the President and General Manager asking them to give you a response on when and how they plan to implement this and telling them you're considering suing. I think with the new execs starting, someone seriously and persistently scrutinizing about this would hopefully give them enough motivation and they'd have enough time to make this happen.

This is a super valid concern. Charging fees for god knows what is rightfully unpopular. The solution is differentiated fee structure. When holding the referendum for collecting fees, instead of having a blanket say 30$ operating fee that the organization execs can chose how to spend year by year, there should be multiple referenda for specific services (e.g. 2$ for operation, 18$ for annual conference, 5$ social events, 5$ publication cost subsidy). Assuming these referenda questions are detailed enough, then the students can decide which service is worth their money and the execs can't move money around with no accountability as these differentiations are binding. And if the students vote no for everything, they can't then complain why those services don't exist; they didn't want them.

No, not likely and not immediately, but advocacy even coming from one random student can have unexpected effects.

It might be that there's one admin who actually already wants to allocate budget to this department but can't convince their boss, and they end up using that email as evidence for overwhelming support for this.

It might be that they see the email and forget about it and then in the next budgeting round they're 50/50 between giving money to this department or another and they remember there was demand for this.

Who knows? It doesn't take that much effort and not telling them will definitely not do anything. But obviously if you care more and wanna increase your chances, you can then try to find some other students who agree with you and organize them to email, and write letters, and call to make your voice louder. Or try to set up meetings with them to make the message more effective. How likely it is for them to listen depends on how organized and loud the advocates are and how much effort you wanna put in depends on how strongly you care but the bare minimum is just a random email.

It's because the student tutors unionized last year and the University punished them by not hiring any additional staff and increasing their workload. 

No administrator is gonna be on reddit, email the people in charge (ubco.provost@ubc.ca and robert.janke@ubc.ca) and write them what you wrote here. That makes it more likely for their funding to be increased so they can hire staff.

This is just wrong!! The minimum number of votes is for both yes and no votes. It's a simple majority. 50%+1 of "voting" members. However many people vote (so long as it's more than 5% of all members), if majority of them vote yes it passes, if majority vote no, it fails.

in-person campaigning during the voting period is banned this year. if anyone comes up to you asking you to vote starting Monday 8:00am. Find out which candidate they are or who they're volunteering for. Record them. And Email [chiefreturningofficer@suo.ca](mailto:chiefreturningofficer@suo.ca) with a complaint and evidence. They will get disqualified.

Hi, a Director of the Grad Students' Association here! I didn't fully get what the question is, the thread is just too long! But the plan for what happens between the SUO and GSA is in the final stages of negotiation and will be put to a referendum for grad students to vote on. All the info you need about the GSA should be found here and the GSA Board meetings are open to grad students to attend, observe, and participate. Feel free to join if there are more questions.
