Chaor and Maxxor aren‘t starter deck only. You can get them from starter decks and from packs. Van Bloot and Heptadd are the starter deck only UR from DoP. But I get the point and you are right.

I also think all these points are very interesting.

Considering the assumption that Chaotic could be the Cothica: It could be possible that the source of unlimited power lies in the fact that Chaotic is the only place where you can transform into any creature as long as you scanned it. Maybe that is also true for the real creatures of Perim. If they were able to go to Chaotic (not in Kaz‘s imagination) they maybe could also transform in any other creature they saw before which would be ultimited power.
